We hope… that many provinces will feel able to adopt this… that in the long run this will actually help us to become more of a communion – more responsible for each other, presenting to the world a face of mutual understanding, patience, charity and gratitude for one another. In other words, we hope and pray that the Covenant for the Anglican Communion will be a truly effective tool for witness and mission in our world.23

An international campaign was mounted against the covenant and its first major success was the Church of England, with the final killer blow being struck just after Rowan announced his retirement. It was clear some still thought only in terms of being a national church, not understanding what it meant to be part of a communion of churches. At the February 2009 General Synod, Rowan responded to a speaker who complained about the covenant “handing over to the communion rights of decision”. He set out clearly his fundamentally different vision which explains so much of his action as archbishop and lay at the heart of the covenant:
